الگوهای فضایی آسیبهای اجتماعی ادراکشده در تهران: دلالتهایی برای سیاستگذاری شهری

چکیده مقاله :
رشد آسیبهای اجتماعی یکی از مسائل مهم کلانشهرهاست و شناخت الگوی فضایی آنها میتواند مبنایی برای برنامهریزی، پیشگیری و کنترل این آسیبها فراهم کند. پژوهش حاضر با هدف بررسی الگوی فضایی آسیبهای اجتماعی ادراکشده در مناطق ۲۲گانه شهر تهران انجام شده است. پژوهش از نظر هدف کاربردی و از نظر روش، توصیفی ـ تحلیلی و مبتنی بر تحلیل ثانویه است. دادهها از «پیمایش رصد کیفیت زندگی شهر تهران» در سال ۱۳۹۸، شامل ۴۵۰۰۴ نمونه از ۳۳۵ محله، استخراج شد. آسیبهای اجتماعی ادراکشده در سه بعد جرم اجتماعی، نابهنجاری اجتماعی و کجروی اجتماعی و در قالب ۱۰ متغیر بررسی شدند. برای تحلیل الگوی فضایی، از سیستم اطلاعات جغرافیایی، آماره Moran’s I و تحلیل Getis-Ord استفاده شد. یافتهها نشان داد توزیع فضایی آسیبهای اجتماعی ادراکشده در تهران ماهیتی خوشهای دارد و از الگوی نامتوازن شمال ـ جنوب پیروی میکند. بخشهای جنوبی و جنوبغربی شهر در هر سه بعد، سطوح بالاتری از آسیب را نشان دادند، در حالی که مناطق شمالی عمدتاً از وضعیت مطلوبتری برخوردار بودند. مناطق ۱۷، ۱۸ و ۲۰ از میانگین بالاتر و مناطق ۱، ۳، ۵ و ۶ از میانگین پایینتری در اغلب شاخصها برخوردار بودند. تحلیل Getis-Ord نیز تمرکز لکههای داغ در جنوب و جنوبغرب و لکههای سرد در شمال تهران را تأیید کرد. نتایج بیانگر ناهمگونی فضایی قابلتوجه آسیبهای اجتماعی در تهران است؛ بنابراین، کاهش این شکاف مستلزم توجه به تفاوتهای فضایی در سیاستگذاری اجتماعی، مدیریت و برنامهریزی شهری است.

The growth of social problems has become a major concern in metropolitan areas, and identifying their spatial patterns can provide a basis for planning, prevention, and control. This study aimed to examine the spatial distribution of perceived social problems across the 22 municipal districts of Tehran. The research was applied in purpose and descriptive-analytical in method, relying on secondary data analysis. Data were drawn from the 2019 Tehran Quality of Life Monitoring Survey, comprising 45,004 observations from 335 neighborhoods. Perceived social problems were examined across three dimensions -social crime, social deviance, and social norm violations- using 10 variables. Geographic Information System (GIS), Moran’s I, and Getis-Ord statistics were employed to analyze spatial patterns. The findings showed that perceived social problems in Tehran followed a clustered spatial pattern characterized by a marked north–south imbalance. Southern and southwestern parts of the city exhibited higher levels of perceived social problems across all three dimensions, whereas northern districts generally showed more favorable conditions. Districts 17, 18, and 20 recorded higher average levels of social problems, while Districts 1, 3, 5, and 6 had lower averages across most indicators. Getis-Ord analysis further confirmed the concentration of hot spots in southern and southwestern Tehran and cold spots in the northern parts of the city. The findings indicate substantial spatial heterogeneity in perceived social problems across Tehran. Reducing these spatial disparities therefore requires greater attention to spatial differences in social policymaking, urban management, and urban planning.
